Public Works

The City of Dell Rapids Public Works Department is responsible for maintenance and operation of the water and wastewater utilities, maintenance of streets, mosquito control, parks, and operation of the rubble site.

The department is staffed by 6 full-time employees consisting of the Public Works Director and 5 Equipment Operators/Laborers.  Additionally the department hires 3 seasonal part-time employees during the summer months to perform maintenance on the City’s parks.

Dell Rapids Watertower

Water

The City operates two elevated water towers as part its water distribution system.  A 150,000-gallon tower built in 1962 is located at the intersection of 10th Street and Orleans Avenue.  In 2003, a 500,000-gallon elevated tank was constructed at the intersection of 15th Street and Clark Avenue.  A 150,000-gallon ground storage reservoir is located just east of the Public Works shop.  Three Public Works employees are certified by the South Dakota Department of Water and Natural Resources as Water Distribution System Operators.

Waste Water

The City utilizes a lagoon system for wastewater treatment.  The lagoons are located southwest of the City.  In 2001, improvements were made to increase the capacity of the lagoons with the construction of an additional pond and replacement of the diffusers in the aeration pond.  The wastewater collection system utilizes six lift stations to move wastewater to the gravity flow sewer mains and to the lagoons for treatment.  Three Public Works employees are certified by the South Dakota Department of Water and Natural Resources as Wastewater Collection System Operators.

Streets

Public Works is responsible for the maintenance of our City streets.  Our crews perform street sweeping, crack sealing, and pothole repair.  The City annually bids for chip sealing work to be done on our streets as part of preventative maintenance.

To report street damage or areas of concern please call 428-3160.

Snow Removal

The City uses three dump trucks equipped with snowplows, two sanders, front end loader, and a motor grader to remove snow from the streets.  Buskerud Construction is under contract with the City to remove snow from the downtown area.

Priority is given to clear the emergency snow routes in town.

The Emergency Snow Routes are essentially as follows:  3rd Street, 4th Street, Garfield Avenue, Iowa Avenue, and 7th Street on the way out of town to the East.  Whenever there is at least a two-inch snowfall, these routes will be plowed.  It is illegal for you to park your car on these streets after two inches of snow hits the ground.  If you do not get your car off the street, it can be ticketed and towed off of the street.  This is necessary to allow the plow crews to get the emergency snow routes cleared.

Perimeter streets are a close second on the priority list to get plowed by our Public Works crews.  These streets, in general, would be:  Garfield, 15th Street, Highway 77, and Centennial.  When the emergency routes are cleared, along with the perimeter streets, the crews move towards the other areas of town.    All vehicles must be removed from the street in all other areas within 24 hours after the first plowing to allow all areas to be cleared curb to curb.

Mosquito Control

The City of Dell Rapids adopted a Mosquito Control and Prevention Plan in 2004 in efforts to reduce the population of vector mosquitoes that can transmit the West Nile Virus to humans.  The City purchased chemicals, mosquito traps, and an Ultra Low Volume (ULV) Sprayer in 2004 with 50% matching funds provided under the Mosquito Control and Prevention Grant program administered by the South Dakota Department of Health.

Three Public Works employees have been certified by the South Dakota Department of Agriculture in the commercial applicator G (General category) and the mosquito specific category 9 (Public Health).
